To His Excellency,Sheng Kung Pao，
President Yuchuan Pao.
May it please your Excellency to pardon my taking the liberty to address you the following few lines on matter of paramount importance for your Excellency's consideration as enumerated in the Chinese petition， which I beg most humbly to enclose herewith.Although your Excellency is indeed， deeply imbued in the interest of the China Merchants Steam Navigation Company， though even now your Excellency does not seem to realize the danger that menaces， to do mischief to the company which she has already been suffered and debilitated and panted for life with seaming effort to relieve her load with invisible wailings， without power to shake it off， caused by the combine actions of those in office， which,your Excellency in honor is supposed bound to protect her interest effectively， and not to heighten her perplexity in these troublous times which shrouded with danger from banded competitions from outside—to rob and carry away the Empire's treasures to Foreign Countries! As I am under no illusion of the change which may benefit so much to bring about a complete transformation if a drastic interference to withhold the privileges indulged by those in the office， but I am afraid this proposal will come as a rude shock; and by other deeply resented; and to some will almost be the appearance of a betrayal—to their deep seated concern.As I am positive your Excellency will highly recognize at this present moment of pressure， that some changes in the office will be inevitable in the pursuit of business：Excellency experience， attention to duty， with honesty， untiring devotion to the interest and economy， but the deaf， blind， and useless are no longer to be detained are prominent point of consideration to inspire success， and with these weapons they can wreak better benefit.As the saying of adage was that， the very cast of a man's features， and the tone of his language， dress and address will disarm any man， of the colour of his heart which… discover—so no man can connive… from his first … to ruin it：so if there is anything stronger implanted in a human heart it is this that will laid to repel aggression; and not one of those miscreants in the office had ever contemplated to devise means to improve the company's interest， but only bent upon to plunder; and there is not one who has not a cousin， a nephew， a brother， a son-in-law and/or relation to follow and carry the same dark dreams to consecrate and satisfy their private ambition and benefit， and plunged into excesses to gall the company have been their well known reputations.
Napoleon Bonaparte， Emperor of France in 1813， when at Lubien (in Germany）said that：“Neglect of reform was the striking evidence of national weakness， and so must require with uncommon command， and fortitude to free the danger， to consolidate her wealth.” He said， not with the blood to seal the wound and decadence， but with the treasure of the nation， and which， must never depart from the Empire to Foreign countries， so this reform should proceed prorate for defensive and protective purposes， but to refuse which would imply to weaken the foundation of the Empire; and the only company which this Empire has ever launched， is affect pregnant with boundless meanings， and he expounded that things of so important a nature must vigorously acted upon which has been formulated above， and never to put off till tomorrow what could be done today will attend with continued saving to the Empire's Company; and the writer most earnestly beg to be pardoned for interrupting your Excellency's valuable time， but not to beguile your attention of the true colour the China Merchants Steam Navigation Company now stands.
May the providence， and your humble servant's prayer bless and prolong Dr.Sun's life in his holy keeping.

请阁下原谅我冒昧地致函写下以下几段文字，恳请阁下对中文建议书中列举的最重要的事项予以考虑，我谨恭敬地随信附上。虽然阁下确实深切关注中国轮船招商局的利益，但即便是现在，阁下似乎还没有意识到受到威胁的危险，会危害这个为生存而饱受折磨、疲惫不堪、气喘吁吁的公司，只是通过努力修补和无声的哀号来减轻她的负担，而无力摆脱。这是由那些官员的联合行动所引起的，阁下必须有效地保护她的利益，而不是加重其在这乱世中的困境，使其遭受来自外部的捆绑性竞争的危险，抢劫并把帝国的财富带到国外！如果强力剥夺那些被官员放纵的特权，可能会实现彻底转变，但对这个可能获益极大的改变，我并未抱多大的幻想，我恐怕这个建议会令人震惊；引致一些人的痛恨；对某些人而言，这几乎是一种背叛，对此他们有深切的、根深蒂固的顾虑。我肯定，阁下会高度认识到目前的压力，办公室的一些调整将不可避免，会更注重卓越的经验、尽职尽责、诚实、坚持不懈地致力于利益经济，而装聋扮瞎之人和无用之人将不再留用，这些是激发成功的重要着眼点，运用这些武器，可以获得更好的利益。正如谚语所说的，一个人的容貌、说话的语调、服饰和演讲方式，都会暴露一个人的内心……因此，如果企图将一种更强烈的东西植入人们的内心，都将引致人们的反击。那些身居要职的恶棍，没有一个人会为了提高公司利益费心筹谋，却一心攫取；没有一个人没有表兄弟、侄子、兄弟、女婿和（或）各种关系需要摆平，怀揣同样的隐秘心思，满足自己的私欲与利益，而欺瞒公司，他们一直以来以此闻名。
1813年，法国皇帝拿破仑·波拿巴在卢比恩（位于德国）曾说过：“忽视改革是国家软弱的有力证据，所以必须用不寻常的命令，坚持不懈地消除危险，固守财富。”他说，不是用鲜血去抚平伤口与颓废，而是用国家的财富。因此帝国财富决不能流失到外国，所以这项改革应该是为了防御和保护目的而进行的，避免那些意味着削弱帝国基础的举措。这个帝国发起成立的唯一公司，事实上孕育着无限的意义。他阐述说，这样一个具有重要性质的事情必须有力推行前述已制定的方案，并且今天能做的事情永远不要推迟到明天，这将给帝国的公司持续带来收益。万分抱歉耽误阁下宝贵的时间，但请不要分散您对中国轮船招商局真实状况的关注。
