My dear Dr.Sun Yat Sun，
You will no doubt recall me to memory during the year 1895-1896 at Honain-Canton， I have since been to India & held a Magistracy there until 1898-9， when I went to the Philippines Islands and have been for 11 1/2 years in the Civil Service of the United States Government in the Philippines in the Customs Service.I am glad to hear all the latest reports about the success of the “progressive” Party in China， and if they will only keep from injuring Churches， or any foreigners & follow out all the rules of western civilization.Then I see clearly reform & progress happiness to for China and Chinese.If you need anybody to organize your Treasury Department or Internal Revenue， or Custom and you like to call on President Taft in America for my service.I am sure he will grant it， the same as he granted for Persia.Only， I have the advantages of speaking Cantonese， Spanish， Hindustani， Malay & Hawaiian which is a great acquisition.All the Chinese in Iloilo are in sympathy with the good work.And Mr.Uy Khey Tin， a local Chinese merchant here belonging to Amoy has held public meetings & is certain of raising about 30,000 pesos for the cause， which he will send as soon as it collected in sum of 6 or 7 thousand each.I do not know your correct address， but hope this will reach you.

相信您还记得我们曾于1895至1896年间在广州河南见过，自那以后我到印度任推事。到1898年9月，我去了菲律宾群岛，11年半间任职于美国政府在菲律宾的海关。很高兴听到所有关于中国“进步”党成功的最新报道，只要他们不伤害教堂以及任何外国人，并遵守西方文明的所有规则。我清晰地看到了中国与中国人民的改革、进步、幸福。如果您需要任何人组织您的财政部、内政部或海关，您可要求美国的塔夫脱总统，让我为您服务。我相信他会乐意的，如同他对波斯做的一样。只有我有这样的优势：会说广东话、西班牙语、印度斯坦语、马来语、夏威夷语，这是种优秀的语言能力。在怡朗的所有华人都支持这一伟大的事业。一位当地的中国商人吴景清先生，他来自厦门，举办了公众集会，正在募捐约3万比索，每筹集到六七千元他就会寄来。我不知道您的正确地址，但希望您会收到信。
