Permit me to congratulate you upon your election， to wish you great success， and to offer to you my sincere in case they are needed in any capacity with the Revolutionary Army of China.
My references are with my government， but reference may be made to Mr.Seaman of Shanghai with whose brother Dr.Seaman I visited China in 1904.
