Dear Sir：
When our forefathers were fighting for their independence they not only had the sympathy of all liberty loving people throughout the whole world， but the active mental， physical and fighting support of many people of other nationalities， and yet this great nation of freemen has not even sent a sympathetic word to the poor downtrodden people of China in their great struggle for freedom.
About one month ago that great and learned man， Dr.Wu Ting-fang， appealed to the nations of the world to recognize the Chinese Republic which he asserted， and rightly， too， had been established with fourteen out of the eighteen Chinese provinces， and yet this great nation has remained silent in respect thereto.
I am well acquainted with Dr.Wu Ting-fang， and from my observation and knowledge of him,he is fully abreast in knowledge of the most intelligent of our people， and， therefore， I have no doubt that the Constitution of the Chinese Republic， which will be largely the work of this man， will prove to be a model for other coming Republics to follow which are sure in not the very distant future to replace all monarchical forms of Government.
This man by common consent was up to yesterday the superlative head of the Chinese Republic， when the accredited representatives from the entire eighteen provinces constituting China proper unanimously elected Dr.Sun Yat Sen President thereof， who seems from his record to be the logical person entitled to that high office.
In view of these facts， it seems to me it would be a crime for the Congress of the United States to longer delay the passage of a resolution of sympathy for these struggling people coupled with a demand for the immediate recognition of the said Republic by this Government.
I am addressing this letter to only a very few Congressmen and select you as one of them because of your known inborn patriotism with its natural accompanying sympathy for the downtrodden， and hope you will regard this matter of sufficient importance to bestir yourself in behalf of the deserving Chinese people.

当我们的先祖为独立而战时，他们不仅得到了全世界热爱和平的人民的同情，而且也得到其他民族主动的精神、物质、军事上的支持。但是这个伟大的自由民族，对于饱受蹂躏的中国人民为自由抗争时，他们甚至没有发出一句同情之言。
大约一个月之前，著名的学识渊博的伍廷芳博士呼吁世界各国承认中华民国。他指出，这个国家是由中国18省中的14个省建立的，确实也如此。但我们这个国家对此仍保持沉默。
我很熟悉伍廷芳博士。以我对他的观察和了解，他可以与最智慧的美国人匹敌。毫无疑问，他将承担中华民国大部分的制宪工作，这项工作将成为那些想废除君主立宪制而成立共和制国家的榜样。
直到昨天，他还被认为是中华民国的最高首领，直到中国18个省的代表们一致选出孙中山任总统，似乎他的经历更适合成为合法的最高人选。
鉴于这些事实，在我看来，美国国会迟迟未能通过承认中华民国是中国合法政府的决议，这将是一种犯罪。
