Sir:
Permit me to herewith make application for a position under the new Government of China as Chief of Wireless Telegraphs.
This art will prove of immense value in opening up many of the more remote sections of your vast Republic and it will prove of great practical value if you manufacture and develop your own system thus not being in any way dependent on outside manufacturers for new apparatus or renewals.
My proposition would be to meet an Agent of your American Representative and go over the ground thoroughly with him, in the event of the interview being to his satisfaction I would go to China, take any oath of fealty that you would prescribe and start the manufacture of your own system of wireless telegraph apparatus.
For nine years past I have been the technical head of the largest American Company engaged in this line of business and and fully competent to fill the position.
