Dear Sir：
Permit me to earnestly congratulate you upon the wonderful beginning years Republic has made， and to wish you complete success.
I am a stranger to you， but I hope you will take me seriously.
I am a native of California 61 last July 2nd， but believed not to be 50.My father 91 is still a well preserved man.（Real Samuel H.Willey D.D.L.L.D.of Berkeley California)
Opportunity does not knock our doors now， in our country as frequently as once it did， whereas yours will now be full of chances for able upright men.
Of course you should utilize your own people to the limit of their capacity， but will you not require some aid from new familiar with our system of government for a time.
Once I was Surveyor General of my native state， retiring poor， but proud of my level.Mr.Cloueland all but selected me for his Com's of the General Land office， and later told me he was very sorry he had not done so.Thirty years experience as a Civil and Mining Engineers， and an intimate acquaintance with the political history and practices of our country， I have an idea might reader me useful to you in the formative work you now have before you.
I would not dream of writing you.These were about sincere， and did I not know I can furnish you ample proofs as to personal & professional worth.Inquire J.Maeng of Mexico P.F.has known me all my life.
