Dear Mr.Sun：
You， Excellency! Allow me to congratulate you， and your country upon the great stride you have made for success—we hope sincerely that you may soon be able to complete a cordial confederation for your national prosperity!
And we beg to enclose herein our contribution thereto， of our new system of finance just perfected—that will certainly make of your nation or any nation that try it， a most wonderful success—our information will give hundreds of millions of sound honest money.That will start off the grandest prosperity at once， with your hearty co-operation.For you would need our help and knowledge for immediate success.
My terms are one percent for three years as each issue of money no more interest on that money.Or three percent on all the money you use for 20 years (twenty years)， and after the three percent is paid to be no more interest on that money.For from my information， two thirds of my earn is to be spent in China.
This money would make you to start immense revenue producing rubber grooves & orchards of all kinds， irrigate all possible lands， and dam all possible rivers to do it， thrilling its production， build all R.R.public works and private houses， yea every need， without interest or rent or taxes!
Have fitting every citizen who would work fairly!And make of you one of the great successful nations with the best government! Welding the nation into a grand brotherhood by the grand prosperity into the best phase of true and good religion!
Now it need cost you nothing to find out if there are absolute facts—send one of your Chinese Companies to me—or your ambassador to the U.S.A， and I will explain fully to him， the new and better way.But you must first sign the enclosed contract which binds you if you use my information， and does not bind you if you do not use it—but you will， I think—it's so honest service.
I have done the largest business in the Canning business in Canada， and taken the highest prizes for 35 years at all the greatest world exposition previous to 1896.So know how to do perfectly what I undertake—having had 32 factories in one day.
Please observe that I ask no money till you approve of my ideas， and then only ￡1000.stg till give you millions of ￡upon the most successful big principle of the day.So no guess work.
We could begin great business and prosperity within a month， as soon as we got things running right and in order， with a few laws to guide and protect.
Here they are far too cunning， and prosperous to see it yet， but it was my duty to offer it， hiding my greatest secret till they were.
A prophet is not without honor except in his own country house at first.
