Tokyo Japan,January 10, 1912
His Excellency Sun Yat Sen,President Republic of China,Nanking, China.
Sir,
Mr.Wong Kwch Dong and myself called yesterday upon a member of the Japanese officials among them Mr.Ozaki the mayor of Tokio, formerly minister of education in Count Okuma's Cabinet and leader of the Seiyukai, the strong political party of Japan. We were semi officially received as representatives from Wuchang of the Republic Government of China.
Mr.Ozaki expressed his strong personal sympathy with the Republic government, and suggested the dispatch of able strong men at once to the capitals of the large foreign powers, especially Japan, the United States and Great Britain, to deal responsibly and with authority with the governments specially interested in China. He stated as his opinion that such action would greatly aid and hasten the recognition of the Republic Government by the powers.
In order to secure the greatest measure of continued support of the Japanese leaders it might be better to consider such communication as this confidential.
I have the honor to be Sir,Respectfully Yours,
Ralph A.Frost
