I have the honour to inform you that in conformity with your instructions and the understanding arrived at during my audience with you at Nanking I have， since my return to Shanghai， succeeded in overcoming the threatened difficulties in connection with the Staff and in so arranging matters that the work will be carried on as usual without friction.
