Re Relief Works， Famine.Tls.300,000 and Tls.200,000

Dear Dr.Sun，
Please allow me to thank you for the kind reception you gave me on the 9th and for all the good things you had to say about famine relief work and my particular conservation work in north Anhui and Kiangsu.
I returned to Shanghai by the fast train yesterday morning and at six in answer to a note from me Mr.Chen Chin Tao came to my room and received your note.After reading it， we talked over the matter of the Tls.300,000 thousand—Mr.Chen said he did not know how much of the money had been put into the Shanghai Ta Ching Bank， but would find out.He said the Ta Ching Bank could not pay that amount even if it had been deposited there—as they had not more than Tls.100,000 for their daily use on current accounts—and that if any effort was made to draw the money， the bank would close to down and a financial panic would result.He knew nothing of Mr.Feng Meng hua—but would see what he could find out all—etc.etc.
This morning at ten o'clock， Mr.Chang Chien， your minister of Commerce and Agriculture， called on me.Mr.Chang has been interested in the famine district for some years—also some conservation and reclamation schemes in that action.
When I reached Peking last July as Enquirer sent by Red Cross and American government for the conservancy work in the famine regain, Shung Kung Pao was the head of the Yu Chuan Pu， and I reported to him.He twisted me over to Chang Chien， who knew the country with order that he should supply me with all the assistance I needed， and also gave him Tls.10,000 to pay my expenses.I tell you this in order that you may understand my connection with Chang Chien.
I wished to see Mr.Chang my several matters—1st， the Tls.300,000—Mr.Chang commenced at once on that and said the money must be extracted， said he knew Feng Meng Hua and would see him at once about it etc.—where he had deposited it and to whom order it was—Also that he would see Dr.Wu Ting Fang about the 200,000 Tls.voted to the Central China Famine Relief Committee by Dr.Wu & Tong said the great danger was from the governor of Shanghai who wanted to use it for other purposes and asked me to wire you about the matter， which I did this afternoon.
Tonight I visited Mr.Chen Chin Tao and he said that inquire had been made by him today at the Shanghai Tachin Bank re the Tls.300,000 and had been informed that none of the money has been deposited in that bank， but that Tls.100,000 had been deposited in Nanking Ta Ching bank， which bank was robbed by the Manchu generals—and thus the money was lost? Well I am of the opinion that his information is untrue—I will wait and see what Mr.Chang Chien says—after his examination of the situation.
The Tls.200,000 belongs to the Central Chinese Relief Committee to be used by them.—The Tls.300,000 does not however—but is for work to be done in north Anhui and Kiangsu.The money to be used works which would be of ultimate value and the work to be done by the famine suffers.This work is not under the direction of missionaries， but directed directly by me—and more or less in charge of Chinese—the 300,000 Tls.or any part of it， I would suggest should be placed in the hands of Mr.Chang Chien and myself jointly.
The Tls.200,000 could be paid at once to the Femien Relief Committee through Mr.Chang Chien if you thought best to so instruct General Chen and Mr.Chang Chien.
Please pardon the length of this letter， but these money matters have a most important bearing upon my preliminary work in the Famine Section.

20万英镑应该立即通过张謇支付给华洋义赈会。如果您认为这样最好的话，请通知陈都督和张謇。
请原谅给您写了这么长一封信，但这些钱的问题对我在受灾地区的初步工作有着最重要的影响。
