Dear Sir,

Enclosed please find copy of a letter which I have sent to His Excellency, Wuh Ting Fang.I had a conference with His Excellency on Saturday, the object being to learn from him whether the present would be the proper time to start an agitation in the United States, to get our Government to immediately recognize the new Republic.He was of the opinion that the time had arrived, and it would be opportune to start it now, hence my sending the various telegrams, as stated in the letter to him.
