His Excellency, Wuh Ting Fang.

My dear Sir,

After our conference on Saturday, I sent the following telegram to President Taft, Washington:

“REPUBLICAN COVERNMENT FIRMLY ESTABLISHED.PLEASE RECOGNISE.”

I, also, sent a long message to my office in San Francisco instructing them to request our Pacific Coast representatives in Congress, (which includes the States of Washington, Oregon and California,)also Senator Cullom, who is Chairman of the Committee of Foreign Affairs in Congress, and Senator Sulzer, who in Chairman of Foreign Affairs in the House, instructing them to request the President and Congress to immediately recognize the Republican Government here, as it is now established firmly without any doubt, giving as a reason that this would likely have the of act of immediately ending the war.I also requested them to get the Associated Press to take it up, and strongly advocate the recognition of the new Republic, thereby getting it into all the leading papers of the United States.
