His Excellency Dr.Sun Yat Sen,President,United States of China.
My Dear Mr.President,
I enclose you herewith the copy of the Act of Congress at Washington, showing that America, as a Nation, congratulates the patriotic people of China on the success which has attended their effort, and at the earliest possible moment, her recognition of the Republic of China as a Member of the family of Nations.
Also a copy of the daily letter which was sent by Mr.F.J.Dyer to 5,000 newspapers and by special telegram clippings from the American newspapers.
I am keeping in close touch with Admiral P.K.Ching, Battleship Hai-Chi, and will advise you by cable of any secret move, provided matters are not fully settled when those two gun boats and the Hai-Chi sail from England.
You will remember Hon.Jesse Grant, son of Ex President Grant, whom I introduced you to in London.He is remaining in London for the present and hopes to join me in case you should find it convenient to use our services in any manner.
