AN AID TO FAMING RELIEF

Refugee Families to be Given Land to Till and Financial Help

A telegram received in Shanghai yesterday from Prof.Joseph Bailie brings the news that he has interviewed President Sun Yat Sen in regard to his colonization scheme and that the President has expressed himself as very favorable to it.President Sun has not only approved, but has offered to set aside some waste land near Nanking to be used for the experiment.

Prof.Bailie, who is connected with the Nanyang University, presented his colonization plan to the Central China Famine Relief Committee some time ago and secured the approval of that organization.His plan is to clear and drain a tract of land, using famine refugee labor working in gangs under supervision.The men on this work are to be watched and from them will be selected a few who, together with their families, will be put in tentative occupation of farms from 20 to 50 mow in area, with the prospect, if they prove industrious and honest, of becoming settled tenants.

Tenants To Receive Financial Aid

The tenants will be assisted until the first crop is harvested and are thereafter expected to support themselves, and, in addition, to pay taxes sufficient to meet any government tax on the property and interests on the money expended in giving them a start, until the whole sum is repaid.

In the tract used for this purpose an area of 200 mow is to be retained by the management of the colony and worked as an experimental and model farm.

Prof.Bailie believed that the operation of this plan would result in the gradual removal of families from the areas liable to famine.He set forth his plan to the Central China Famine Relief Society with the result that the committee agreed to appropriate $5,000 for the support of 100 families, while the land is being prepared, this amount to be available when the land has been secured.

In order to secure $2,000 with which to purchase the land, Prof.Bailie and his committee are planning a gala performance at the Lyceum Theatre February 12.

据悉,昨天来自上海裴义理教授的电报称,他已经就其拓殖计划见到孙逸仙总统,总统本人表示十分赞成这一计划。孙不仅同意,而且答应拨出南京附近的荒地用于试验。

有着南洋大学背景的裴义理教授,不久前向华洋义赈会提出了他的拓殖计划,并且获得该机构的赞同。他的计划是清除、排干一大片土地,利用饥荒难民在监督下集体劳作。从事这项工作的人被密切观察,从中选择一些如果他们能证实是勤奋和诚实的人,连同其家人,给予20到50亩的土地,提供机会,使其成为定居的佃户。

佃户接受资金援助

租户将被扶助到第一个收获期,除了缴纳政府财产税以及支付最初投资的利息,直到这些费用付清,此后将自给。

用于该项目的大片土地,保留200亩左右土地给殖民管理当局,作为实验示范农场。

裴义理教授认为,这个计划的操作将使家庭从容易受灾的地区逐渐移民。他向华洋义赈会提出救荒计划,该会同意这项计划,并在土地准备好之前,拨出5000美元用于资助100个家庭。得到土地后,这资金可兑现。
