To Dr.Sun Yat Sen,The President of the Republic of China,NANKING.
Dear Doctor,
I have received the following telegram from our Head office, Tokio, in reply to my telegram requesting them to push the loan negotiation.
“While negotiation proceeding Shen, Lee (盛宣怀 李维格)telegraphed their representative in Shanghai to assure arrangement made between the new Government and yourselves—Reply received is in entirely contradictory terms—We are placed in a very awkward position—Shen Lee insist upon Mr.Ho Chiung (何天炯)for explanation who are in communication with the Government—Act at once and request the Government to telegraph fully Mr.Ho (何天炯)stating principal condition of agreement at the same time urging Shen Lee expedite negotiation—Telegraph what has been done.Explain the Government whole scheme initiated from them and not at suggestion of Miitsui.”
From the above telegram you will see the delay in the negotiation is caused by Shen and Lee's information said to have been received from their representative being contradictory to the terms arranged between us.As I do not believe that you have given out the terms to others I doubt the truth of above information.
However, under the circumstances, I should think it advisable for you, in order to facilitate the negotiation, to telegraph to Mr.He Tien Chiung (何天炯)as follows:
To Mr.He, Tokio.
“We have approached and asked Mitsui to negotiate with Shen Sui Hui to raise loan amounting ¥5,000,000 on account of Hang Yeh Ping Co.(汉冶萍公司)and lend our Government that amount for one year rate of interest 8% per annum—Other terms and conditions communicated Mitsui are confirmed by us—Work together with Mitsui and persuade Shen Sui Hui to accept immediately for the sake of Hang Yeh Ping as well as his own interest.”
and also it may be advisable to telegraph to Sen Sui Hui (盛宣怀),Shioya Hotel, Shioya near Kobe
“Mr.Ho Tien Chiung entrusted to negotiate loan from you for our Government and we have also approached Mitsui to mediate considering your connection with them.See him and request you to accept his terms immediately.”
As mentioned in Tokio telegram it is important to let Shen and Lee understand that the loan question has originated from you, and you have only asked Mitsui to mediate in this matter as you understood the relations between Shen Lee and Mitsui were very intimate.
Otherwise I fear Shen and Lee would not agree to accept your terms without taking some other courses.
I also think it may be advisable to send a copy of the draft agreement“A” to Mr.Ho though it is in possession of our Head office.

在这种情况下,为了促进谈判,我建议您向何天炯先生发电报,电文如下:
致东京何先生:
我们已经联系并要求三井与盛宣怀协商将汉冶萍公司的贷款金额提高到500万美元,以年息8%的条件借给我们的政府,三井提议的其他条件都是我们承认的。我们与三井联合说服盛宣怀为了汉冶萍公司的股票和他自己的利益,立即接受协议。
同时发这样一封电报给盛宣怀也许是明智的:
致盛宣怀,盐谷酒店,神户附近之盐谷。
何天炯先生被委托替我们政府与你进行贷款洽谈,同时我们也要求三井调解你与他们的关系。去见他,并请你立即接受他的条件。
正如东京电报中提到的,重要的是让盛和李明白贷款问题源于您。您知道盛、李和三井的关系非同一般,所以您只是要求三井调解这件事。否则,我担心盛和李会不同意不采取其他处理方式而接受您的条件。
我还认为,应该向何先生发送一份协议草案A的副本,尽管该草案属于我们总公司。
