Shanghai, Jan.27th, 1912

To the President of the Republic of China,Nanking.

Dear Sir:

I beg to thank you very heartily for the audience which you kindly gave me when I came to see you with Rev.W.E.Thwing, General Sectary of the International Reform Bureau.

On my way back to Shanghai today, I met my old friend Rev.W.R.Hunt of Chouchow (滁州)who has been in China for more than 26 years.

He gave me some very important information with regard to the serious situation at Ling Hwai Kwan (临淮关), where he was doing missionary work.

As you may not know all these, I think as a loyal republican I ought to let you know about them.

The following were the exact words given by Rev.W.R.Hunt.

“Base of Republican Force Ling Huai Kuan,222 miles from Nanking.

Advanced post at Peng Pu (蚌埠).

Chang Hsuin's outposts on the 25th at Hsin Chiao (新桥).

Republic outposts met 2,500 troops (imperial)at Hsin Chiao fought & returned to Ling Huai Kuan.

Chang Hsuin reinforced by large bodies of troope from Shantung and northern Anhwei. Many guns throwing out poorest troops first as decoy.

清军 Plan of Campaign.Take stations by station on Railway from Hsuchowfu to Chuchow (滁州), & defend the town and range of hills.”

“Absolutely necessary send large reforsement to Ling Huai Kuan with Carvalry & guns.

Northern Anhwei believes Chang Hsuin helped secretly by Yuan Shi Kai and Chihli and Shantung Generals. All good soldiers, they can fight and live by plunder on all these cities south.

Enemy's estimated strength 25,000. Ling Huai Kuan to Ku Chen (固城)Hsin Chiao (新桥)52 li.”

Rev.Mr.Hunt knows the place ie roads, mountains etc.these very much, and is an ardent supportor of Republicanism.

He will be very glad to come to see you and give you more information, if you desire him to do so, you can write to me if you want him.

I met also an officer from one of the Americanmen-of-war lying at Nanking. He told me that they have made our Republic flag and were just preparing to hoist it up and fire off 21 guns to recognize our Republic after two hours when they received a cablegram from Washington instructing them to wait.

This shows that foreign countries are all quite ready to recognize us.

Hoping you will meet with every success and our Republic will soon have a solid foundation.

Yours Respectfully,

Zee Vee Wai
