Proposal by Mr.Tse Tsi Shaw for consideration of the minister of finance of the Republic of China.

1.I propose to send an influential European gentleman of Jewish nationality to the United States & Europe to canvass for the sale of Gold Bonds, amongst the rich Jewish communities of those countries.

2.This gentleman confidently believes he is able to undertake the sum of more Dollars five millions ($5,000,000).

3.The minister of finance that give this gentleman, a duty signed sealed letter-of-authority, together with a signed & sealed prospectus, so as to enable him to go forward as a confide canvasser.

4.The Board of Finance shall name the Banks at which the monies for the Bonds shall be deposited, so that no money shall be handled by the gentleman canvassing.

5.That if this gentleman is unable to sell a certain amount of Bonds, within a certain time, fixed by the Board of finance, the sum allotted to him to be underwritten, shall not be left open to him indefinitely.

6.That the commission shall 3% for the sale of $200,000, 3.5% for $500,000, 4%for $1,000,000, & 5% for $5,000,000 & upwards.
