Copy of Dr.Chen's letter
31st January， 1912
My dear Mr.Tse，
Your note is just to hand.The government or underwriter matter， should guarantee to sell a certain amount of bonds at least， and put up security for this important job.
The Security， I presume， should be deposit of marketable securities， land deeds， etc.，or guarantees of Banks， good business house etc.The whole thing is in the hand of Mr.Hsu， and I wish you to take up this matter with him carefully.
