Dear Sir：
I am directed by the President to acknowledge， with than thanks， the receipt of your letter of the 27th inst.with its one closed clipping of a recent issue of the North China Daily News concerning a certain lottery scheme， and to say that that news paper report must have been published for its merits in promoting good humor.True leaders in our Republic cannot countenance any sort of slavery.
