My dear Sir：
I am directed by the President to acknowledge， with thanks， the receipt of your letter of the 10th inst.， with its enclosed copy of a letter to the North China Daily News in regard to the enlisting of notorious robbers by the imperial army and the disorderly condition of traffic along the river routes in your neighborhood， etc.， and to state that we sincerely hope that we may soon be able to settle the controversy with the Manchu Government， so that we may be able to devote all our forces to the maintenance of order and peace in all parts of the country.
