To his Excellency， Sun Yet Sen，President of China，Nanking.
Sir：
I have the honor to make application for a field officer's commission in your service.
I am now forty-four years of age， in excellent health and strength， and have honorably served the life of two regiments on time of war for this country， namely; the First Cavalry， Illinois Volunteers， during the Spanish-American War， and the Forty-fourth Infantry.United States Volunteers， during the Philippine Insurrection.
While in the latter service I commanded three garrisons of troops on the Ialand of Cebu， namely; Sibonga， Argao and Carcar.This last October， I took a mental and physical examination as Inspector of Engineering， and the local Board of United States Engineers allowed me a rating of 89 out of a possible 100.
About six years ago， Edmond F.English， in behalf of R.H.Falkenberg， who was said to be allied with Kang Yu Wei， informed me that in case of hostilities in China， I would be commissioned a Colonel of Infantry， but I now realize how unsubstantial that offer was.
If I am honored with a suitable commission from Your Excellency， I promise faithfully to renounce all allegiance to any other government or religion， and to sincerely cast my lot with that of your country.

在第二次服役期间，我曾指挥宿务岛的三支驻军，即西波加、阿高和卡卡。去年10月，我以工程监督的身份做过一次心理和体格检查，当地美国工程师理事会给我打了89分，满分是100分。
约6年前，爱德蒙·F.英格利斯代表R.H.福克伯格（听说是康有为的盟友）告诉我，中国如果发生战争，我可出任步兵上校，但现在我意识到那个提议是多么的不切实际。
