To the President of China,NANKING.
Sir:
Having heard that the revolution of our country is to save the people under a bad government, to correct the laws and give the people freedom, I beg you allow me to inform you on the following subject and hope you kindly consider one law which has recently established in the republican government prevents our young men's liberty to do any work neither in this revolutionary movement nor of our daily occurrence.The law is told that one who help the Manchus will be not only punished himself but arrested his family also.It is easy, of cause, for you to catch the criminal, but for one's sake to take the whole, I think it in rather serious than we have heard, as among them there are some who do not assist the “Pure dynasty” but have a great desire to he revolutionists to help the republic in advance.If this law stand for ever, how can they shaw their bravery in this revolutionary period and how can they earn their food if they are not strong enough to serve as militiamen.Two months ago, I was told one of my friends Named, Shii Wen Ching studied in William Nest College at Kukaing, when revolutionary movement broke out at Wuchang, expressed his sympathy and served himself as a soldier; but scarcely went he to the camp, he was told that one of his family had carried the food for the Imperialists and he can, then, but fled away.This is one who wishes to assist the revolutionists but can do nothing in his first appearance.More ever, if one family consists of ten persons, one of them is criminal, and you will catch the rest for the criminal's sake; that is you increase nine persons for your enemy and lost nine persons in the republic.Why? Because, they have no room in the republic but are obliged to join the imperialists against you though they do not wish to do so.
For this great false to hinder our breave young men in this movement, how can I not inform you to correct the law, pardon those who are guiltless and let them to do their best for their country as well as you.
On my part, I, of cause, like to be the subject on republic rather than one of monarch, but am sorry to say as my strength is not strong enough to serve as a soldier or a sailor, but waiting the peace takes place, I will try hard to do some work for my country if I can.
