Dear Mr.President:
I beg to ask if you will kindly instruct the proper authorities to make out a pass in my name giving me permission to enter the Yamen of the Imperial Polytechnic College, now occupied by soldiers as a barracks.
My business in there is to endeavor to recover papers and books among my personal property that may be of value to me.All of my belongings in the College have been carried off, destroyed or strewn around by the soldiers now occupying the buildings.I am informed that this occurred less than two weeks ago.
