Sir，
Pray，pardon my taking the liberty to address you these few lines， and to enclose copies of the memorandums (English）I had addressed to Sheng Kung Pao， who was then President of Yu Chuan Pao， and a brief Chinese Memorandum in which the theories therein enumerated will I hope be a guide of improving and reaping great benefit to strengthen the new government—as I was—actually 38 years in H.B.M.Shipping Office and spent my young life there and had acquired a perfect knowledge of the Shipping Rules and Regulations connected thereto， during this time.
I am a native of Penang of Cantonese descent， and was educated in that island， subsequently was in schools in Singapore and Bombay， and Mr.Ku Hung Ming， and Mr.Lee Hong Mi were my school-mates when we were boys learning not far from each other on that island; and the five copies of the certificates which I beg also to enclose will shape satisfy you of my integrity and experience， altho my age， but my spirit， energy and memory are not the least warning， so I beg to implore you most earnestly pathetically that you will kindly recommend me to a post of assist chief (in-and-outdoor）shipping Clerk in the C.M.S.N.Company here， as described in the enclosed Chinese Man.As the company by right had to be confiscated by the Republican Government to carry out the roundness of the ideal proposals as a economic renaissance to the company， which I hope will bring name to your mind of the gravity of the issue thus in 1807 of when Napolean Bonaparte was at Vistula， in Poland， he said：the best way to get the native strong and powerful was to excite heroic and patriotic sentiments and improve the Empire， was emphatic if not he said when shall the Empire grow wiser， and stronger.

先生：
请原谅我冒昧给您写信，并随函附上我写给时任邮传部大臣盛宫保的备忘录（英文），还有一份简要的中文备忘录。其中列举了一些理论，希望成为改进和收获巨大利益以加强新政权的指南。由于我在英国领事馆船务办公室工作了38年，在那里度过了我的年轻时光，在这段时间里，我对与此相关的船务规则和条例有了充分的了解。
我是槟城人，有广东人血统，曾在该岛接受教育，后来在新加坡和孟买上学，辜鸿铭和李鸿慈是我的校友，当时我们在该岛相距不远的地方学习，我还附上5份证书副本，这将证明我的正直与经验。纵使我的年龄很大，但我的精神、精力和记忆力都还不错，所以我恳请您推荐我出任轮船招商局的助理船长（室内外）的职位，如所附之中文备忘录所述，公司必须依法被共和政府没收才能继续经营，这是公司经济复兴的完整理想方案。我希望这能引起您重视问题的严重性。1807年拿破仑在波兰的维士拉时说过：要使国家强盛起来，最好的办法是激发英雄和爱国情怀，壮大帝国。否则的话，他说，帝国何时才能变得更加智慧和强盛。
