To the President of Republic of China.
Sir：
Your very kind reply was received this morning.I was disappointed to find I could not to render any assistance to the cause.However， I would like to point out the danger of allowing Japan to obtain any advantages at this critical moment， as the other powers will not sit still & see Japan benefit by the revolution， in that case I am sure the other powers will intervene.Then I am sure international， control will be the result.If funds are required why not try a war lottery.The wining number to be invested in 7% Republic war Bonds.Let the drawing be at Canton or Nanking.The chances of making money in China are so small that the gambling instinct is inherent， you may have two prices， say one at $1.00， & the other at $5.00.The funds to be controlled by the finance department， in that way you will have a steady flow of money every day， be careful of Japanese diplomacy.They might be working for the disruption of our country， as she might cherish the idea that China one day will become powerful & perhaps crash her， she wants to be Japanese， & nothings else.It would be a good diplomatic move now to make the would understand that the Republican government will purchase back the whole of the shares formed by the Japanese Capitalists， in connection with Hanyang arsenal， the railway， & Steam Ship Co.， & The Coal， & iron mine， otherwise these will be trouble.If the Russians succeed in trying to get the Gold mine as security in Mongolia.Then the other powers I am sure will move.Be careful of the Japanese， her secrecy is marvelous.If she was sincere in assisting our cause， she would never let the cat out of the bag， as it would mean danger to her.If you agree to my suggestion Re-the rational lottery considered I am ready to act at once in Canton， as soon as I arrive home， I live in the west of the Canton city.I am leaving Monday evening for Canton， so don't answer to Shanghai.This Chang Fat Jhan， is not all that I desire.They opened your letter， but they said it was a mistake， to satisfy the constitutional monarchy Party.These would be no difference if the President was elected as an independent President， on non party lines， for 10 years but removable by the two houses for misconduct.Made possible under the constitution， then the president could be useful to all party.If there are any understanding of peace made do not allow the army to be divided in order to suppress anarchy.If that was done Yuan may send down an army & crush you.I may state from experience that the European boot will never do in the north， as I found I could not go out in the snow， the best for the feet is about the natives call Wu La Hai， but for scock they wear Wu La grass.The grass keeps out the cold， as I know from experience; all the soldiers wear the grass in the north.They also put small piece of cotton wool where the left hand grip's on the rifle， allowance of a little of spirits when in the north will keep the men warm.If you want any manufactured， or any things else I am willing to go & do my share， a 30% spirit would be strong enough.
