Esteemed Sir：
I already wrote you to give you an opinion of taking a neutral place as the capital (metropolis）of the U.S.of China.A Federal Republic must have federal territory and federal metropolis.Not one of the large towns of the territory U.S.of America capital：Washington， and not New York or Chicago.The same is true of Brazil， Australia， Argentina.It was the same in China， otherwise Peking， Nanking & Hankou will be jealous one from another.
I read that English is going to be taken up in all schools.It will be the international language between the Chinese States when inhabitants do not understand themselves in speaking， and soon in writing as China can not keep long to recognize writing characters.It is not practical.
Therefore why not have something learnt much more easy than English.The IDO， the international language openly adopted by the Countie who studied 10 years the matter.I was the author of another book “the blue language”.But for the sake of this grand idea of mutual understanding， I rallied to the language chosen IDO.Yon IDO learnt in all schools of China as soon as you can.It requires not very little time， either a small involved.

我曾给您写信，建议选择一个适中的地方作为中华民国的首都（首府）。一个联邦共和国必须拥有联邦领土和联邦首府。成为美国首都的并非纽约、芝加哥这样的大城市，而是华盛顿。巴西、澳大利亚和阿根廷也一样。在中国亦是如此，否则北京、南京、汉口就会互相嫉妒。
我得知，所有的学校都将学习英语。英语将成为中国各省之间的国际语言，当人们听不懂对方的方言时，不久连书面语言也难相通，因为中国不能长期用书面文字对话交流。这不现实。
因此，为什么不学一些比英语更容易的语言呢？IDO是坎特人开放使用的国际语言，他们研究了这门语言10年。我曾是另一本书《蓝色语言》的作者，但为了能相互理解这一目的，我建议还是选择IDO这门语言。你们应尽快在中国所有学校学习，只需很少时间就能学会。
