China endorsed on her new cause of life on an auspicious day the 12th February， the birthday of Abraham Lincoln， the… the world… has… In sendering my heartiest congratulation on the success attaining your endeavours way I urge you so strive that the new republic will enact that all men， women and children within it shall be free， and these kill slavery and the worst form of prohibition.In dealing with these evils in Shanghai， their legality forms the main obstacle to improvement of the conditions of the victims.
