Dear Mr.Sun:
Mr.W.H.Donald of the New York Herald, suggested that I send you copies of the Far Eastern Review, as you had expressed a desire to see them.I am therefore sending under separate covers, a file of my papers, covering the last two years, which please accept with my compliments.There are many articles on China's railways and industries, which may merit your perusal, and prove valuable for reference, especially the number devoted to “Railways in China, 1909”.
Permit me to take this opportunity to say a few words about the work and policy of the Far Eastern Review, as I feel certain my aims will meet with your cordial approval and indorsement.The Review was started over eight years ago, with the financial and moral support of the American Government in the Philippines with the idea of building up a high grade non-political, financial and industrial paper, which would present to the world the opportunities for trade and investment in the Philippines and other parts of the Orient.The American Government in Manila, since the first issue, has appropriated a certain sum of money from the treasury, each year in return for a certain number of copies, which are distributed to the leading financial, manufacturing and commercial firms, clubs, colleges, editors, libraries, and public men in America.The idea being solely to attract their interest to the material progress and industrial development of the Orient, as an outlet for American trade.
The financial syndicate headed by William Salomon & Co.,of New York, who co-operate with the Government in the building of railways, tramways and other similar enterprises in the Islands, also subscribe with their friends to nearly 1,000 copies for distribution amongst the holders of bonds and shares in Philippine enterprises.
To the work of the Far Eastern Review and the personal offorts of the writer, in encouraging American interest in Oriental trade, is due to a large extent the present policy of America towards China.The editorial article on“Fair Play to China” in Railway Loans has been accepted by America and American bankers as the basis of their future policy towards China.To develop an interest in China's industries and investments, the American Group of financiers, headed by J.P.Morgan & Co.,also subscribe to a large number of copies of the Far Eastern Review, for distribution to American Banks and Commercial Clubs.
So there are about 3,000 copies of the paper being sent each month to special addresses in America,where it is accepted as the recognized authority on all financial railway and industrial problems of the East.
The policy of the Far Eastern Review in China is briefly summed up in securing a Square Deal for China from the foreign financiers, and in return a Square Deal from China to foreign manufacturers in the awarding of public contracts ad tenders.I believe that Chinese Railway loans, guaranteed by the Government, should be negotiated on the same basis as loans to any other country, purely as a financial transaction, and free from the Clauses relating to purchasing commissions, and exclusive supply of materials from the country furnishing the funds.My policy, already initiated in the Hukwang Loan will result in the saving of millions to China, and permit the construction of twice as much mileage of railways.
Now that China is commencing a new epoch in her national history, in which the development of the country, is imperative and takes precedence over all other issues, I believe you will recognize that a high grade influential, financial, industrial and commercial organ enjoying the confidence and support of the American Government and its leading financiers, can be of inestimable value in cooperating with the new Government.We can be of great assistance to you in the future, and as our policy as already outlined must coincide with yours, we can conscientiously work in harmony with your ideas for advancing the prosperity of the new China.
I would like to have you feel that when the time comes, and the new Government settles down to work in earnest, and you need the support of a good honest, fearless financial and industrial organ that will defend and promote the best interests of the Republic, you will remember this letter and permit me to have a talk with you on future lines of work.
I desire to emphasize the point, that in this, I am not seeking a subsidy or any grant or appropriation of money from the Government.
As the organ of the Ministry's of Railways, Finance and Commerce, the legitimate advertising revenue of these Boards would be all that we ask in return.

《纽约先驱报》的W.H.端纳先生建议我给您寄几本《远东评论》,因为您曾表示想看看。因此,我另外给您寄一份近两年来本刊的合订本,敬请收下。其中许多文章是关于中国铁路和工业的,也许有参考意义,值得您细读,尤其是有关“中国铁路1909年”的专刊。
请允许我借机就《远东评论》的工作和方针说几句,我觉得我的设想会得到您的赞同和认可。《远东评论》8年多前创刊,在菲律宾获得美国政府经济和道义上的支持,旨在创办一份高级的非政治性的金融实业刊物,向世界介绍在菲律宾和其他远东地区的贸易和投资机会。自首次创刊以来,在马尼拉,美国政府每年拨出一笔经费,以获得一定数量的刊物,分发给一些美国主要的金融、制造、商业公司,以及俱乐部、学院、编辑、图书馆和美国公众人物,唯一目的在于激发他们对作为美国贸易口岸的东方的物质进步和工业发展的兴趣。

所以每月约有3000份刊物投寄到美国一些特定的地方,在那里这份刊物被当作东方铁路投资和工业问题的公认权威。

我希望您能认识到,当时机降临,新政府急于着手工作时,您需要一个优良、诚实、勇敢的金融和实业机关,捍卫与促进共和国的最高利益时,您会想起这封信,并允许我同您商谈将来的工作蓝图。
我想强调的是,在此,我并非在谋求政府的津贴或拨款。
