Peking, March 7, 1912

My dear Mr.President:

The situation here is improving considerably.President-Elect Yuan issued a forceful manifesto to the soldiers, abhorring the infamous action of the mutineers and calling upon the rest to endeavor to maintain the reputation of the army men by preserving order and peace.It is authoritatively reported that this manifesto has produced a profound effect.General Chiang Kwei Ti (姜桂题)cabled today and was cheerful and confident.Police are in charge the city, soldiers are ordered to stay in their bounders, and every thing is quiet.Efficiently the upheaval to subsiding & will soon settle down for good.Some reliable troops from Cheng Te are said to be on their way, chopping off the heads of the fled soldiers.

The telegrams permitting Mr.Yuan to take his oath here are received with great satisfaction.The way the Executive and the Legislation acted in this matter is receiving its deserved favourable comment.Once more we have wade it however that perfect understanding exists between the two capitals, and that it is for principle only that the Chinese fight, while personal calculations find no room in their arrangements.I having been telling all my interviews that the Chinese are more moderate than they are supposed to be and theirs love of their inheritance impels them to banish all thought for personal interests in order to promote the welfare of the nation.We have prove this!

President-Elect Yuan is standing the stain in good shape and is getting a stronger control of the situation.As I wrote before, give him some time to put the pause of the situation, he will get find some effective remedy to cure the malady.From all what one can gather, he is an able and earnest man, and promise to be a strong leader in our young Republic for the introduction of new things audaciously.It seems as if Providence has specially prepared the various greater leaders this peculiar situation.

尊敬的总统先生:

这里的情形大大好转了。当选袁总统向士兵发表了一份强有力的宣言,厌恶反叛者的无耻行为,并呼吁剩下的部队通过维持秩序与和平来维护军人的荣誉。权威消息报道看来这份宣言有深远影响。姜桂题将军今天通电,高兴且自信。警察看管着这个城市,士兵被勒令留在军营,一切都很平静。混乱正平息,并会很快长久安定下去。据说,从德州来的可靠的军队正在路上,会砍掉逃跑士兵的头。

同意袁在北京宣誓的电报令人满意。行政当局与参议院之间的行事方式得到好评,我们再次涉过险境。两个首都之间有很好的沟通与理解。中国人是为原则而战,而个人算计在人们的安排中没有市场。我一直在采访中表示,中国人比他们预料的温和,对其文明传统的热爱,推动国人为增进国家利益,放弃所有个人私利。我们已经证实了这点!

袁总统治理下状况良好,他正更强有力地掌控局势。正如我以前信中提到,给他一些时间安定事态,他会找到治理的良方。据我收集到的信息,他是一个能干而认真的人,并承诺会成为我们年轻共和国大胆改革时强大的领袖。看起来上天特别准备了特殊时期的各种不同的伟大领袖们。
