Nanking, 10th March, 1912.

My dear Mr.Ma Soo,

From the few days am here have observed two schemes which would easily save the Republican boat:on the Army & Navy $5,000,000 yearly, and provide industrious work for many thousands of Chinese labourers and the money remaining in the country as well.

The second scheme is one on which the lowest realization amounts to $900 millions, out of which must be deducted for Chinese labour 25%, these remains them a net profit of $675 millions takes the maintenance of a soldiers at $3 per day including officers there would be enough money to keep a standing army of over 500,000 men.Provide work again for many thousand coolies, money again remaining in the country and not an cent be absorbed from any standing or coming taxes whatsoever.I will explain in details when you'll be able to see it more clearly, its compacting as easy matters.
