Peking, March 10, 1912

My dear Mr.President:

The inauguration ceremony took place this afternoon.It was simple, brief, but quite impressive.I enclose herewith the program etc.Besides the personages mentioned, quite a member of foreigners, mostly correspondents were also present.Mr.Willianms, Dr.Tenney, and Capt.Recuce of the American legation were also present in private Capacity.All visitors were deeply impressed, and speak very highly of the ceremony.

Mr.Tsai with Wang Chao-ming, Wei Cheng Tsat, Tsai Tu-ting (secretary)will leave day after tomorrow, and the rest of us are told to stay a few days more.

Peking is very quilt now, but indications are that the populace is yet unsettled.The escapee is yet inevitable.President Yuan is giving strength in controlling the situation, and there is every reason that he will succeed.Recent developments, or rather lack of developments, show that my favor remark that the recent disturbance was engineered by some officers for a demonstration might not be justified.Lack of discipline and the irresistible temptation of the luminous, atmosphere of Peking proved too strong to the ignorant soldiers, and they seemed to have broken loose like instantaneous combustion.One thing we may congratulate ourselves for is that politically, all classes seem to be satisfied to accept the inevitable.

P.S.I telegraphed Dr.Wang Chung Hui, my chief, regarding the advisability of taking special precautions against a repetition of the northern outbreak.Soldiers are endless everywhere.Unless properly handled, they are both to make trouble at any moment.In fact it seems that to control and properly disperse of the soldier's forms the most important question to solve.If the soldiery is properly handled, a great part of our immediate difficulties is over, for it seems that the common people, everywhere, are quite enjoyed & accept whatever comes on, so far as they get their food and shelter.These recent troubles clearly show that in the future we have to be more disturbed in unity.The 征兵method should displace the 招募, and volunteering among respectable business men and property holders should be encouraged.A man with property, a business or a family is not likely to lose his success as easily as the irresponsible rascals.

尊敬的总统先生:

就职典礼于今天下午举行。简单,扼要,但感人。随信附上程序等材料。除提到的要人们,还有不少外国人,大部分记者也出席了。美国公使馆的威廉姆斯先生、丁家立博士和鲁卡斯上校也以个人身份出席就职典礼。所有的到访者都深受感动,对典礼评价很高。

蔡先生和汪兆铭、魏宸组、谭学夔(秘书)将在后天离开。我们其余的人被告知多呆几天。

北京目前很安宁。但消息称老百姓仍未安定下来,骚乱仍不可避免。袁总统正加强控制局势,有理由表明他会成功。最新近展,或者说没有进展,表明我以前有关最近骚动是由一些官员为示威而操纵的预见,可能是不合理的。纪律松懈、北京的繁荣,对无知士兵来说是无法抗拒的诱惑。他们看起来好像瞬间易燃品一样扩散开来。对于我们而言,一件值得庆贺的事情是,政治上所有阶级看起来都乐于接受这一不可避免的结局。

附:我就关于采取特别预防措施防止北方再次爆乱的建议,拍电报给我的上司王宠惠博士。士兵们成群结队。除非处理得当,他们随时可能制造麻烦。事实上,控制和妥当地驱散士兵似乎是最需解决的问题。如果士兵们得到妥当的处置,我们大部分的紧迫难题就解决了。因为似乎只要获得食物和住处,各地的老百姓都乐于接受所发生的一切。最近的这些麻烦清晰地表明,未来我们可能不得不在统一问题上受到更多纷扰。征兵的方式应该取代招募。应鼓励受人尊敬的商人和财产持有者自愿参与。一个有财产、有生意或有家庭的人不可能像那些不负责任的流氓一样轻易失败。
