Sir,
In reply to your letter there are two courses to be adopted.I understand that Mr.Sahara of the Shanghai Mercury is the correspondent of the Asahi Shimbun in which the libel first appeared.If the information is official I suggest that he must have received his information from some official at the Japanese Consulate.If you were here we might obtain an order from the Local Authorities to inspect the books of the Great Northern Telegraph Co. to discover what telegrams were sent to the Asahi bet ween certain dates and by whom.
The second course is to proceed to Japan and take action against the Japan Mail and the Asahi Shimbun.This course though more expensive seems the more direct.Awaiting your further instructions.
