His Excellency,Dr.Sun Yat sen,Head of the Revolutionary Party,Nanking

Being rather much in favour with the Revolutionary movements now going on in China, I wish to propose your Excellency something that could help you & your friends to make a good deal of money which could be used for the purposes of your party.

As you know, a great many foreigners are collecting stamps from all parts of the world and some of them all paying very high price for their specials if the stamps have few issued during wars etc., as for instance 1900 during the Boxes troubles.I would propose each to have say about 10,000 pieces of each kind of the present edition overprinted with the word “Republic” in black letters.Of these stamps you sell through the Post offices in Shanghai & Canton only say about 1,000 pieces of each kind but not more.

This will be necessary in order to make the curiosity know to the people & bring the stamps officially in current.The balance you keep and sell if the stamps collectors are crying for them, what they surely will do, and pay you any price you may ask for them.Further you have another quantities also overprinted with the word Republic but in another kind of letters to make the first edition more valuable.It may be now that the foreign power do not allow you to issue such stamps but you must not tell them that you are going to overprint the stamps, if they later on stop it, it does not work, the only thing is to issue those stamps if only for 1 day officially.

I am sure that if you accept my proposal you can make a good amount of money, which you can use for your purpose.

Only one favour I ask you, to let me have, if you are going to issue the stamps about 500 pieces of each kind for which I am glad to pay you the real price, I want this stamps for exchange propose & also for the good profit.I help you to be giving you this idea.If you allow me 500 piece each, you have still 9,000 pieces for yours own if you overprint 500 more.

In no case you may overprint too many, as too much will only spoil the price you will get later on.

Enclosed I send you an envelope with my address and shall be glad to have a short reply from you about what you are going to do.The best will be to have the stamps overprinted as quick as possible and if you sent me the 500 pieces of each kind, please do it under registered cover as it will be saver & I will let you have the money for it by return.
