THE KIANGNAN ARSENAL

A few suggestions for Reform in the management of this Arsenal.

It is assumed that the reader is acquainted with the extent and capabilities of the Kiangnan Arsenal, and also for the need of drastic reforms in the method of managing the same.

It is also taken for granted that under no circumstances whatever will the Chinese Government consent to being taken away from the Board of War, the full control of the Arsenal.

There are several methods by means of which efficiency may be obtained:—

1.To run the Arsenal more or less upon the present lines.In this case it is necessary that the Director should be a trained practical business man, if an Engineer so much the better, he must however be Chinese and be directly responsible to The Board of War, his Technical colleague be he either Chinese or a Foreigner should be given executive power and he must be held responsible for the efficient & economic production of the Material ordered by the Board of War.

The Works Managers, Foremen and Heads of Departments should be all duly qualified men with experience.The sense of responsibility must be felt so that each Foreman is held responsible for the quantity & quality of the work produced under his direction.Under present conditions the sense of responsibility is quite lacking, and the workmen are under no proper control.

In order to start the place on a proper basis, it might be necessary to entirely close the Arsenal for a few weeks, so that inefficient and unnecessary employees may be dispensed with.Should a strong Director be appointed the closing down might be dispensed with, as he would be able to weed out the undesirables at his leisure.The objection to closing the Arsenal is that if the skilled workmen disperse it will be a long time before new workmen are trained to carry out many of the important operations.

2.To run the Arsenal as a Commercial undertaking, either with Chinese capital only, or with Chinese & Foreign Capital, or with Foreign capital only, this is a matter for financiers and politicians.I would point out however, that in any case the full control by the Board of War, can easily be secured because all orders for War Material must necessarily come from the Board of War, no Company could exist unless guaranteed a minimum amount of orders per annum.As a case in point I may mention the Powder Works established in Japan by Messrs Armstrongs.

In conclusion I have no hesitation in saying that under proper Directors, we could turn out in this Arsenal all the Munitions of War likely to be required by China, equal in quality to, and cheaper than those imported from abroad.At any rate the Board of War must set the pattern of gun or rifle required, and if the quality is not up to standard, they would naturally refuse to pay.

改革江南制造局管理的几点建议。

以下几种方法,可以提高效率:

1.或多或少,按现在的思路运行制造局。在此情形下,主管必须是一个有实践经验而训练有素的商人,如是一个工程师就更好了。他必须是中国人,可直接向陆军部负责。他的技术搭档或者是中国人或者是外国人,应被赋予行政权力。他必须对陆军部定制的产品的效率与经济负责。工程经理、领班及部门责任人应富有经验与责任感,每个工长对他指导下生产的产品的数量和质量负责。目前的情形是,人们十分欠缺责任感,工人没得到适当的管理。

为了使事情有一个正确的基础,可能需要完全关闭制造局数周。可以解雇效率低下和不必要的员工。如能任命一个强有力的经理,也可以不关闭,因为他能利用业余时间淘汰不合格的人。反对关闭制造局的意见是,如果熟练工人被解散了,培训新工人适应许多重要岗位会花大量时间。

2.将制造局作为商业企业运行。不论中国资本,或中外合资,或外资,这是金融家和政治家的事。我要指出,无论何种情况,都能够轻易由陆军部全权控制。因为战争物资的所有订单必须来自陆军部,除非每年保障最低数量订单,否则没有一家公司能生存。这方面的例子,我可举出阿姆斯特朗家族在日本设立的弹药厂。

总而言之:我毫不犹豫地说,有适当的经理,我们可以在制造局生产出所有中国需要的军火,跟从国外进口的同等质量,且更便宜。无论如何,陆军部必须确定所需的枝枪或步枪样式,如果质量不符合标准,他们自然可以拒绝支付。
